Restrictions on Construction (or the lack there of)

Back while I was in Hangzhou, one of my coworkers complained about how late construction workers stayed up working. She said that back in Canada, they have strict restrictions on the hours that they can operate.

In case anyone has forgotten, our school is located right next to an on-ramp, and we can hear the cars and trucks shaking and crashing about as they hit potholes. Right now, there is more construction going on there, and apparently they are not limited to working during the day. Sometimes they can be heard as early as 8 p.m. or so and can go on until 11:30 p.m. or even 1 a.m. in some cases. Now, my room faces the school rather than facing the road, so I only hear a little bit of it. One night I heard the pounding and beeping going on at 11:30 p.m., and I decided to record a sound bit for you all. This is what it can sound like late at night here in China.
